  • In modern economy under conditions of dynamic development of major cities questions about institutional units and management are extremely important both as a whole and at the level of municipal institutions in particular. Municipal institutions operate in all sectors of the urban economy, creating jobs, providing services, creating income for their own development and the municipal budget. Market environment, innovative vector metropolis development include the establishment municipal institutions and improve the forms of their activities. One of the strategic objectives for the government is to increase the effectiveness of municipal institutions. Problems integrated assessments of these institutions are under intense scrutiny of statistical science in management decisions. Currently there is no uniform method of analysis the effectiveness of municipal institutions. Therefore, our research to develop a uniform methodology for evaluating the performance of municipal institutions relevant in the present time and will solve the following tasks: - provide the necessary information base for decision-making in the management of local government agencies (the need for additional investments, the inadvisability of functioning institutions, the ability to identify inefficient municipal institutions); - To ensure comparability of data on the activities of municipal institutions; - Increase the efficiency of information about the activities of municipal institutions; - Continuous monitoring of the activities of municipal institutions. Social impact assessment of the effectiveness of municipal institutions designed for all urban dwellers to improve the economic situation of cities to attract investment for profitable projects, the creation of dynamically-developing infrastructure of cities. The advantages of this research may be the following: 1) Definition of indicators characterizing the efficiency of municipal institutions; 2) Creation of authoring methodology for assessing the effectiveness of municipal institutions of different sectoral focus; 3) A comprehensive evaluation of municipal institutions, assessment of the effectiveness of municipal institutions (typology municipal institutions) as a basis for management decision-making and strategic planning for urban development; 4) The possibility of continuous monitoring of the activities of municipal institutions and to conduct activities to improve their performance. Evaluating the effectiveness is based on application of basic statistical methods of data typology of socio-economic systems (typological grouping, multidimensional average, cluster analysis, factor analysis, and discriminant technique). The developed method performance evaluation municipal institutions can be used municipal authorities of the Russian Federation to support management decision-making of socio-economic development of the territories.
